Indonesia’s Forestry Delegation, Verra Discuss Carbon Market Opportunities Ahead of COP30 in Belém

Ecobiz.asia — Indonesia’s forestry delegation to the upcoming UN Climate Change Conference (COP30) in Belém, Brazil, held a meeting with Verra to discuss ways to optimize the country’s carbon market potential.

The meeting was attended by Forestry Minister’s Senior Advisor Edo Mahendra and Silverius Oscar Unggul, Director General of Sustainable Forest Management Laksmi Wijayanti, and Head of the Public Relations and International Cooperation Bureau Krisdianto.

From Verra, participants included Chief Executive Officer Mandy Rambharos, Director of Market and Client Relations Cassio Souza, and Director of Forest and Blue Carbon Program Development and Innovation Katie Goslee.

The discussion followed up on a previous meeting held in Jakarta on May 9, 2025. Edo Mahendra expressed appreciation for Verra’s continued engagement and outlined Indonesia’s recent progress in accelerating the implementation of the Voluntary Carbon Market (VCM).

The delegation also briefed Verra on Indonesia’s newly issued Presidential Regulation (Perpres) No. 110 of 2025, which replaces Perpres No. 98 of 2021. The new regulation governs the implementation of the Carbon Economic Value (Nilai Ekonomi Karbon) framework and national greenhouse gas emission control, positioning Indonesia to generate high-value carbon credits.

“Compared to the 2021 regulation, which did not accommodate voluntary carbon markets, Perpres 110/2025 clearly opens greater opportunities by recognizing carbon as a tradable commodity rather than a by-product of achieving NDC targets,” Edo said on Friday.

He added that Indonesia’s carbon trading governance will be strengthened through the establishment of a cross-ministerial Steering Committee, chaired by the Coordinating Minister for Food Affairs, with deputy chairs from the Coordinating Ministries for Economic Affairs and Infrastructure. The committee aims to overcome sectoral barriers and accelerate the realization of a unified national carbon market system.

“We want to build a credible and sustainable carbon trading system that boosts investor confidence and encourages greater participation,” Edo said.

Director General Laksmi Wijayanti said the Forestry Ministry is currently preparing four derivative regulations under Perpres 110/2025, including revisions to Environment and Forestry Ministerial Regulations Nos. 7/2023, 8/2021, and 9/2021, as well as a new regulation on the use of ecosystem services in conservation areas.

She emphasized that all carbon trading mechanisms in Indonesia must operate with high integrity and comply with prevailing laws.

Verra CEO Mandy Rambharos underscored Indonesia’s importance as a strategic partner in the growth of the global carbon market. Both sides agreed to hold regular follow-up meetings to share updates and align methodologies for carbon accounting and verification as the market continues to evolve. ***
