TÜV SÜD Invests US$24 Million in Singapore Decarbonisation Centre, Targets ASEAN Carbon Markets

Ecobiz.asia — Global testing, inspection and certification company TÜV SÜD has opened a Global Decarbonisation Centre of Excellence (CoE) in Singapore, aiming to strengthen carbon market infrastructure, accelerate digital carbon verification and support implementation of Article 6 of the Paris Agreement.

The centre represents an investment of more than US$24 million and is supported by the Singapore Economic Development Board (EDB). It will bring together expertise in carbon markets, digital Monitoring, Reporting and Verification (dMRV), decarbonisation technologies and independent validation, verification and assurance.

“Climate action is at a critical juncture, with the need to translate carbon data into carbon confidence becoming increasingly business relevant,” said Patrick Vollmer, CEO and Chairman of the Board of TÜV SÜD AG in a statement on Wednesday (Sept. 9, 2026).

“Progress depends on trust that can be verified; a commitment TÜV SÜD has delivered on for more than 160 years. As governments, businesses and investors seek confidence that emissions reductions are credible, transparent and independently assured, we are building on our strengths to accelerate decarbonisation and advance trusted climate solutions from Singapore for Asia and the world,” he said.

The centre will focus on five areas: Article 6 implementation and international carbon market regulation readiness; carbon markets and climate assurance, including dMRV; energy transition, alternative fuels and energy security; supply chain integrity and industrial decarbonisation; and capacity building for governments and industry.

The initiative follows TÜV SÜD’s acquisition of Luxembourg-based SustainCERT, an accredited Validation and Verification Body with expertise in dMRV. The company said the two investments expand its capabilities in carbon data, carbon markets and independent assurance.

Singapore is currently home to around 160 carbon services and trading companies, which will be able to access the centre’s expertise and services. The CoE will also support the development of methodologies for nature-based solutions and blue economy projects.

Png Cheong Boon, Chairman of EDB, said the centre reinforced Singapore’s ambition to become a trusted carbon services and trading hub.

“The launch of TÜV SÜD’s first Global Decarbonisation CoE is a strong vote of confidence in Singapore as a stable and trusted base for companies looking to grow and serve the region,” Png said.

“Singapore is committed to being a trusted carbon services and trading hub, where the integrity of carbon credits is underpinned by rigorous standards, transparent data and world-class verification services,” Png added.

The centre will bring together a multidisciplinary team of more than 20 experts supporting clients and partners from project design and implementation through compliance, verification and certification.

By 2030, TÜV SÜD aims to help build a more robust regional carbon market ecosystem by connecting project developers, dMRV providers, independent verification bodies and carbon registries across ASEAN through a single digital platform.

The company said the platform is expected to support a new generation of digital verification services designed to improve efficiency, consistency and transparency as carbon markets expand.

Dr Céline Bilolo, Chief Sustainability Officer of TÜV SÜD AG, said the centre would combine carbon market expertise, digital innovation and independent assurance to support decarbonisation.
