Star Energy, PGE Among 14 Indonesian CDM Projects Transitioning to Paris Agreement Carbon Market

Ecobiz.asia — Fourteen Clean Development Mechanism (CDM) projects in Indonesia are set to transition to the carbon trading mechanism under Article 6.4 of the Paris Agreement, according to the Ministry of Environment.

Most of the projects are in the energy sector, including geothermal projects operated by Star Energy Geothermal Limited and PT Pertamina Geothermal Energy (PGE), as well as hydropower projects run by PT Poso Energy (see list).

Ary Sudijanto, Deputy for Climate Change Control and Carbon Economic Value Governance at the Ministry of Environment, explained that some CDM projects—established under the Kyoto Protocol—remained active until 2023, with 14 of them confirmed as eligible for transition under UNFCCC provisions.

“The total emission reductions from these 14 projects amount to around 4.8 million tons of CO₂ equivalent,” Ary said during a coordination meeting on the CDM-to-Paris Agreement transition in Jakarta on Friday (September 12, 2025).

“We have gathered all project proponents, and they agreed to continue the transition process to the Paris Agreement mechanism,” he added.

Ary urged project proponents to finalize administrative requirements before the UNFCCC deadline of December 31, 2025.

The transition is seen as critical since compliance under Article 6.4 grants carbon credits higher credibility, allowing them to be traded directly between countries without the need for certification from voluntary standards such as Gold Standard or Verra. ***
