PLN, Carbon EX Japan Ink Deal to Advance Carbon Offset and REC Cooperation

Ecobiz.asia — Indonesia’s state-owned power utility PT PLN (Persero) and Japan’s Carbon EX Incorporated signed a memorandum of understanding (MoU) to develop cross-border cooperation in renewable energy certificates (RECs) and carbon offset trading.

The MoU was formally signed by PLN Executive Vice President for Corporate Business Development and Investment Abdan Hanif Satria and Carbon EX CEO Shunsuke Takeda through a pre-recorded video, which was aired during the Seller Meet Buyer session at the Indonesia Pavilion at COP30 UNFCCC, Belém, Brazil, Thursday (Nov. 13, 2025). The signing was witnessed in person by PLN Director of Technology, Engineering and Sustainability Evy Haryadi.

Haryadi said the cooperation strengthens Indonesia’s role in voluntary carbon markets while supporting the country’s preparation for future bilateral mechanisms under Article 6 of the Paris Agreement.

“Today marks not only the beginning of a partnership between two institutions, but also a new chapter in our shared mission to advance green energy transformation and global carbon market collaboration,” Haryadi said.

He noted that PLN is responsible for supplying reliable and affordable energy to more than 280 million people, while simultaneously steering the national energy transition toward a cleaner and more resilient system. Carbon EX, he added, brings international experience as a platform provider for carbon and emissions credit trading.

Under the MoU, PLN and Carbon EX will jointly develop a commercial framework for transparent and scalable REC and carbon offset transactions, strengthen cross-border cooperation by leveraging the Mutual Recognition Agreement (MRA) with Japan, and build human capacity through joint training and knowledge-sharing initiatives.

PLN outlined a cooperation roadmap targeting the development of market and business models by late 2025, followed by the commencement of international REC and carbon offset trading in 2026.

“This partnership is not only about business. It is about building trust, transparency, and collaboration in achieving our climate goals,” Haryadi said, adding that the initiative supports PLN’s “Beyond Kilowatt Hour” strategy to expand into green-economy sectors.

Haryadi said the collaboration is expected to accelerate low-carbon technology adoption across industries and strengthen Indonesia’s position as a regional leader in renewable energy and sustainable solutions.

“We are confident that together we can unlock new opportunities for both Indonesia and Japan and contribute meaningfully to global climate action,” he said. ***
