Indonesia Opens Access to Performance-Based REDD+ Carbon Financing Through ART-TREES

Ecobiz.asia — Indonesia’s Ministry of Forestry (Kemenhut) has opened opportunities for subnational governments to access performance-based REDD+ carbon financing through the ART-TREES mechanism, as part of efforts to accelerate forest-based climate action and support the country’s FOLU Net Sink 2030 target.

The opportunity was conveyed during an online coordination meeting on jurisdictional REDD+ implementation held on Tuesday (Dec 30, 2025), attended by governors and forestry officials from Sulawesi Tengah, Sulawesi Tenggara, West Nusa Tenggara, Maluku Utara, and several provinces in Papua.

Forestry Minister Raja Juli Antoni said the success of Indonesia’s climate commitments depends heavily on forest governance at the regional level, particularly in reducing deforestation and forest degradation.

“National achievements are determined by how forests are managed at the subnational level. Strong synergy between the central and regional governments is therefore essential,” Raja Antoni said.

He emphasized that the forestry sector plays a strategic role in meeting Indonesia’s Nationally Determined Contribution (NDC) targets, with REDD+ implementation and the FOLU Net Sink 2030 agenda serving as key instruments to curb greenhouse gas emissions.

During the meeting, the ministry highlighted the ART-TREES scheme as a viable financing pathway for provinces that can demonstrate measurable and verified emission reductions from forest protection.

Indonesia’s Ministry of Forestry encouraged subnational governments to strengthen forest protection measures, improve deforestation monitoring systems, and enhance data transparency to meet ART-TREES requirements.

The ministry also stressed the importance of inclusive governance and fair benefit-sharing mechanisms for Indigenous Peoples and local communities.

The ART-TREES pathway is expected to support not only Indonesia’s climate commitments but also sustainable regional development, by aligning forest conservation with economic incentives.

By positioning provinces as key actors in jurisdictional REDD+ implementation, the government aims to ensure that climate finance flows directly to regions that demonstrate tangible performance in safeguarding forests. ***
