Indonesia, Norway Launch Fifth Small Grant Facility for FOLU Net Sink, Target 300 Groups

Ecobiz.asia – Indonesia and Norway have launched the fifth phase of the FOLU Net Sink 2030 Small Grant Facility, allocating Rp20 billion ($1.2 million) to support 300 community groups involved in forest conservation and climate action.

Indonesian Deputy Minister of Forestry Rohmat Marzuki said the funding would strengthen community participation in implementing the country’s FOLU Net Sink 2030 agenda.

“Today, we are continuing this strategic step by launching the fifth period of the FOLU Net Sink 2030 Small Grant Facility, with an allocation of Rp20 billion targeting 300 community groups,” Rohmat said at the launch in Jakarta on Tuesday (Oct. 6, 2026).

The Small Grant Facility is part of the Indonesia-Norway forestry partnership under the Result-Based Contribution (RBC) mechanism. Funding is channelled by the Ministry of Forestry through the Indonesian Environmental Fund (IEF/BPDLH).

The facility supports forest conservation, climate resilience and greater community participation in climate and forestry action at the local level.

The fifth phase will focus on three themes: FOLU Biodiversity, which supports biodiversity conservation; FOLU Goes to School, which engages young people in environmental protection; and FOLU Terra, which aims to improve community livelihoods through environment-based activities.

The latest phase builds on four previous funding rounds. Through the fourth phase, the Small Grant Facility had disbursed around Rp29.081 billion to 863 community groups, reaching 49,653 beneficiaries across 36 provinces.

Norway said community participation is critical to the success of forest management and Indonesia’s climate targets.

Norwegian Ambassador-designate to Indonesia Kaja Glomm said forest protection, restoration and sustainable management ultimately depend on action on the ground, including the involvement of communities living in and around forests.

Local and Indigenous communities, young people and civil society organizations have valuable knowledge and experience that can contribute to climate and forestry action, she said.

“Norway is very proud to support Indonesia’s climate and forestry ambitions through our long-term partnership. So far, through results-based contributions, we have disbursed US$216 million to support Indonesia’s verified results in reducing emissions from deforestation and forest degradation,” Kaja said.

Under the partnership, Norway provides funding through the Result-Based Contribution mechanism. The Ministry of Forestry oversees the technical implementation of FOLU emissions-reduction activities and stakeholder engagement, while BPDLH manages and disburses Norway’s contributions. ***
