Ecobiz.asia — Indonesia’s Ministry of Forestry is preparing four ministerial regulations to strengthen the implementation of Presidential Regulation No. 110 of 2025 on the Administration of Carbon Economic Value (NEK) and National Greenhouse Gas Emission Control.
Forestry Minister Raja Juli Antoni said the new regulations will serve as the technical foundation for governing the forestry sector’s carbon market, ensuring transparency and international credibility.
“The implementation of this Presidential Regulation must be transparent, credible, and aligned with global standards so that Indonesia can become a leading hub for the global carbon market,” Raja Juli said during a coordination meeting of the Steering Committee for NEK Implementation and GHG Control in Jakarta on Monday (Oct. 20, 2025).
The four forthcoming regulations include revisions to Ministerial Regulation No. 7/2023 on Carbon Trading Procedures in the Forestry Sector; Ministerial Regulation No. 8/2021 on Forest Planning and Management, as well as Utilization of Protection and Production Forests; Ministerial Regulation No. 9/2021 on Social Forestry Management, and a draft regulation by the Directorate General of Natural Resources and Ecosystem Conservation (KSDAE) concerning the utilization of environmental services within conservation areas.
Raja Juli said the presidential regulation marks a major milestone in accelerating green investment and strengthening the forestry sector’s role in sustainable development.
He emphasized that the new policy reinforces the forestry sector’s strategic position as both a provider of high-value carbon credits and a key driver of Indonesia’s green economy.
“This regulation marks a new era, where growing trees also means growing people’s livelihoods,” Raja Juli said.
Beyond carbon market governance, the decree also opens opportunities for developing Nature-based Solutions (NbS) such as reforestation, mangrove restoration, and afforestation, which generate both ecological and economic benefits for local communities. ***
