Ecobiz.asia — Indonesia’s financial regulator, Otoritas Jasa Keuangan (OJK), is preparing to revise its carbon trading regulation and develop a supporting carbon registry system to strengthen the country’s carbon market framework.
OJK Chief Commissioner Friderica Widyasari Dewi said the authority is currently revising OJK Regulation No. 14/2023 on Carbon Trading through the Carbon Exchange, with completion targeted by June 2026.
“OJK is also a member of the Carbon Economic Value Steering Committee. We are currently developing a system that will support a carbon unit registry together with the Indonesia Stock Exchange,” she said during a press briefing at the Ministry of Forestry in Jakarta on Wednesday (April 29, 2026).
She added that the regulatory adjustment and system development are part of OJK’s support for Presidential Regulation No. 110/2025 on the implementation of carbon economic value and national greenhouse gas emission control.
The initiative also follows the issuance of Forestry Minister Regulation No. 6/2026, which provides an updated framework for carbon trading implementation in the forestry sector.
“We will also adjust OJK Regulation No. 14, and, God willing, everything will be completed by June this year. This is part of our support for the President’s program,” Friderica said.
The planned revision and registry system aim to enhance transparency, governance, and integration within Indonesia’s carbon market ecosystem, while ensuring alignment with broader national policies on carbon pricing and emissions reduction.
The existing OJK regulation serves as a follow-up to Law No. 4/2023 on Financial Sector Development and Strengthening (P2SK Law), which provides the legal basis for carbon trading through the exchange as part of efforts to control greenhouse gas emissions and develop a domestic carbon market.
Friderica also welcomed the Forestry Ministry’s move in issuing the new regulation, noting that OJK has maintained close coordination with relevant stakeholders, including the Presidential Special Envoy for Energy and Climate. ***
