Ecobiz.asia — The West Java provincial government and a consortium led by Japan’s Sumitomo Corporation and Hitachi Zosen Corporation have reached a renewed agreement to advance the Legok Nangka regional waste-to-energy (WtE) project, one of Indonesia’s largest planned waste treatment facilities.
The agreement was formalized through the signing of an amended and restated Public-Private Partnership (PPP) cooperation agreement for the Legok Nangka Regional Waste Processing and Final Disposal Site (TPPAS) project.
The signing ceremony took place in Indramayu, West Java, on Friday (June 5, 2026), involving West Java Governor Dedi Mulyadi, acting as the government contracting agency, and Kenichi Ishikawa, Director of PT Jabar Environmental Solutions (JES).
PT JES is a consortium company led by Sumitomo Corporation, together with Hitachi Zosen Corporation and PT Energia Prima Nusantara, part of Indonesia’s Astra Group.
The signing package also included a guarantee agreement between state infrastructure guarantor PT Penjaminan Infrastruktur Indonesia (PT PII) and PT JES, as well as a regressive rights agreement submitted by the West Java provincial government to PT PII.
The revised agreement accommodates updated technical, financial, and regulatory arrangements aimed at accelerating project implementation while improving accountability, efficiency, and long-term sustainability.
The Legok Nangka project is expected to become Indonesia’s first regional waste-to-energy facility developed under a PPP scheme.
The facility is designed to process approximately 2,131 tons of municipal waste per day from the Greater Bandung area, including Bandung City, Bandung Regency, West Bandung Regency, Cimahi City, as well as Garut and Sumedang regencies.
West Java Governor Dedi Mulyadi said the project is expected to provide a long-term solution to the region’s mounting waste management challenges.
“TPPAS Regional Legok Nangka will reduce dependence on landfill facilities that are already facing severe capacity limitations,” Dedi said.
The project has received support from the Global Infrastructure Facility (GIF) since 2019 through project preparation funding worth US$1.1 million.
The support was delivered in collaboration with the International Finance Corporation (IFC) and the Japan International Cooperation Agency (JICA) to help the Indonesian government and the West Java Regional Waste Management Agency prepare the project for implementation.
Following the latest agreement, the Legok Nangka project is expected to move toward financial close by the end of 2026 before entering the construction phase. ***
