Ecobiz.asia — Indonesia aims to complete regulations governing carbon trading in the energy sector within the next one to two months, as the government accelerates implementation of its new carbon pricing framework under Presidential Regulation No. 110/2025 on Carbon Pricing.
The target was announced by Zulkifli Hasan, Chairman of the National Carbon Pricing Committee (Komrah) and Coordinating Minister for Food Affairs, who said technical ministries had been instructed to finalize sector-specific regulations without delay.
“We have set a target of one to two months for the regulations to be completed,” Zulkifli told reporters after the Ministry of Forestry approved four forestry carbon projects for international carbon trading in Jakarta on Monday (July 6, 2026).
He said the regulations will cover the energy sector, agriculture, and other sectors required to implement the new presidential regulation.
Zulkifli praised the Ministry of Forestry for being among the first government agencies to translate the presidential regulation into operational rules.
The ministry has already issued Ministerial Regulation No. 6/2026, which establishes procedures for carbon trading through greenhouse gas emission offsets in the forestry sector.
Under the presidential regulation, ministries responsible for each sector are required to develop their own regulatory frameworks governing greenhouse gas emission reductions and carbon economic value mechanisms.
Separately, Eniya Listiani Dewi, Director General of New, Renewable Energy and Energy Conservation at the Ministry of Energy and Mineral Resources (MEMR), confirmed that the ministry is drafting its implementing regulation for the energy sector.
She said the regulation will establish the business processes and implementation mechanisms for carbon pricing and carbon market activities in the energy sector.
“The regulation is still in draft form, and its substance continues to be discussed and refined,” Eniya said.
The energy sector is expected to become one of the next major sectors to participate in Indonesia’s carbon market following the rollout of new forestry carbon trading regulations and the launch of the country’s national carbon registry system this month. ***
