Chinese Firms Dominate Interest in Danantara Waste-to-Energy Power Projects

Ecobiz.asia — Investor interest in Indonesia’s waste-to-energy power plant projects being developed by Danantara Investment Management (DIM) has surged in the second round of partner selection, with Chinese companies and consortiums dominating the list of qualified participants.

DIM announced on May 21, 2026 that 85 entities had passed the Selected Provider List (DPT) process for the procurement of developers and operators of environmentally friendly waste-to-energy processing facilities, locally known as PSEL.

The second-round selection marked a sharp increase from the first phase, which attracted only 24 participants for projects in Bekasi, Bogor, and Denpasar.

The projects will be managed by PT Daya Energi Bersih Nusantara (Denera), a subsidiary of DIM, and are part of Indonesia’s broader effort to accelerate large-scale waste processing and renewable electricity generation.

Chinese companies accounted for the majority of participants, either as standalone bidders or members of consortiums. Major Chinese firms included China Everbright Environment Group, China Tianying Inc., Beijing GeoEnviron Engineering & Technology, Chongqing Sanfeng Environment Group, Dynagreen Environmental Protection Group, Wangneng Environment, and Zhejiang Weiming Environment Protection.

Other participating companies came from Singapore, Japan, South Korea, India, and France. Global firms such as Keppel Seghers, Mitsubishi Heavy Industries Environmental & Chemical Engineering, Samsung E&A, Sumitomo Corporation, Veolia Environment SA, and SUEZ were also included in the qualified list.

Denera CEO and DIM Investment Director Fadli Rahman said the growing number of participants reflected strong investor confidence in Indonesia’s waste-to-energy sector.

“The increase in participation from both domestic and international companies confirms that the PSEL program has strong investment appeal and is being implemented with credible governance,” Fadli said in a statement on Friday (May 22, 2026).

He said the selection process was conducted transparently and competitively to identify partners with the technical capability, financial strength, and operational experience needed to develop environmentally friendly waste-processing infrastructure.

“All stages of the partner selection process were carried out transparently and competitively to secure partners capable of supporting integrated waste management and contributing to Indonesia’s waste emergency response,” he added.

DIM also highlighted strong participation from Indonesian companies, with at least 16 domestic firms joining various consortiums in the second-round selection.

Local participants included PT Pertamina Power Indonesia, PT PLN Indonesia Power Renewables, PT Medco Power Indonesia, and PT Bakrie Power, among others.

According to DIM, the involvement of domestic firms aligns with Presidential Regulation No. 109/2025, which mandates stronger national industry participation in large-scale waste management infrastructure projects.

The next phase will involve the issuance of Terms of Reference (ToR) to all qualified participants as the basis for further selection and project development discussions for waste-to-energy facilities across Indonesia.
